PTE 5 : Potential Threat Element. PTE is any group or individual in which there are allegations or information indicating a possibility of the unlawful use of force or violence, specifically the utilization of a Weapon of Mass Destruction (WMD), against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of a specific motivation or goal, possibly political or social in nature.
