At Least as Likely as Not : "At least as likely as not" is the legal phrase used under the Act to indicate whether a claimant will receive compensation. It is used to state whether an energy worker's cancer was likely caused by his/her workplace exposure to radiation. Example: "An energy worker's cancer is 'at least as likely as not' caused by his/her workplace radiation exposure." This means that there is at least a 50% possibility that the worker's cancer was caused by radiation exposure while working at a covered nuclear facility
