Road Capacity 1 : Maximum number of vehicles or pedestrians that can pass over a given section of a lane, road or footpath in one direction (or in both directions for a two-lane or three-lane road) during a given time period under prevailing road and traffic conditions. It is the maximum rate of flow that has a reasonable expectation of occurring. In the absence of a time modifier, capacity is an hourly volume. The capacity would not normally be exceeded without changing one or more of the conditions that prevail. In expressing capacity, it is essential to state the prevailing road and traffic conditions under which the capacity is applicable
