Rule of Law : A governing principle by which all persons, institutions and entities, public and private, and including the state itself, are accountable to democratically determined, publicly promulgated, equally enforced and independently adjudicated rules which are substantively and procedurally consistent with international law, particularly human rights standards, including the following: (OCHA) Government decisions are made according to written law and rules; Government sanctions cannot be made up after the fact (ex post facto); Rules are applied as much as possible consistently to all; and Citizens are afforded consistent written process (due process) before life, liberty or property is taken away
