Framework Agreement: A Framework Agreement is a halfway house between joint opinions and the collective agreements themselves. A product of social dialogue, it lays down guidelines for subsequent negotiations at decentralized levels (sectoral, regional, company, etc.) pending a bilateral agreement. Although the Framework Agreement is not binding, it is an expression of the contracting parties desire to induce their members to respect its provisions
