CSEPP 2 : Chemical Stockpile Emergency Preparedness Program. CSEPP is an emergency response program to mitigate accidents during both storage and for disposal with respect to hazardous military materials, including chemical weapons. CSEPP is managed jointly by the Army and the Federal Emergency Management Agency (FEMA). Under a 1988 Memorandum of Understanding, the Army is responsible for on-post preparedness plans and training and FEMA for off-post preparedness plans and training.
