Doctrine 09 :
An "authoritative statement of one or more guiding principles. Doctrine encompasses the fundamental principles which guide an organization and 'shapes the effort.' Policy includes the process implemented through plans and procedures towards realization of doctrine and 'guides the effort.' Strategy is the course of action to achieve policy goals and 'accomplishes the effort'. Example: DHS doctrine describes the planning process for incidents of national significance".
