Evacuation (Shadow) :

"some people may evacuate even though they are not officially considered to be at risk. Known as an 'evacuationo shadow.' This spontaneious evacuation is prompted when people feel they are in danger and begin to leave in advance of, or in spite of, official instructions to avoid doing so (Wolshon, Hamilton, Wilmot et al., 2005; Mitchell, Cutter, and Edmonds, 2007). Shadow evacuations are not a new phenomenon. During the 1999 Hurricane Floyd evacuations in Florida, it was estimated that about one-half of the 2 million persons who evacuated were shadow evacuees (Ballingrund, 2000)".
