In Bond 3 :

As applied to freight coming into the USA, the term "In Bond" designates a procedure under which US Customs clearance of cargo is postponed until the cargo reaches an inland Customs point rather than subjecting the cargo to clearance procedures at the first arriving United States gateway port where the process might be more time consuming. The procedure is so named because the cargo moves under the carriers bond (financial liability assured by the carrier) from the gateway port and remains "In Bond" until Customs releases the cargo at the inland Customs point
