"NFPA 1600, Standard on Disaster/Emergency Management and Business Continuity Programs, was originally published in 1995 as a recommended practice, then in 2000, it was published as a standard..... The 9/11 Commission asked the American National Standards Institute (ANSI) to develop a consensus on a 'National Standard for Preparedness' for the private sector. ANSI's Homeland Security Standards Panel recommended the use of NFPA 1600. The recognition of NFPA 1600 by the 9/11 Commission led to the recognition of NFPA 1600 in Title VII, Section 7305 of the "National Intelligence Reform Act of 2004...".
