Objectives, Incident 1 :

(1) Statements of guidance and direction needed to select appropriate strategy(s) and the tactical direction of resources. Incident objectives are based on realistic expectations of what can be accomplished when all allocated resources have been effectively deployed. Incident objectives must be achievable and measurable, yet flexible enough to allow strategic and tactical alternatives. (NIMS 12/08) NIMS 12/08 also states that The incident objectives are not limited to any single operational period but will consider the total incident situation. (NIMS 12/08 Appendix B, page 125). (2) The broadly described desired end states for the organization's emergency response role(s) that are not limited to any single operational period and change little during the response. They may be stratified for priority attention and resources. For example, protection of responders is typically considered a higher priority than protection of property
