Peacetime Benefits of Civil Defense (1953) 1 :

Communities, Cities and States throughout the Nation learned that an organized, trained Civil Defense was an important asset whenever and wherever natural disaster struck. In 1953 Civil Defense truly became a recognized community service - a new dimension of peacetime citizenship. (FCDA, 1953 Annual Report, p. 1) Our local Civil Defense organizations even now are gaining much needed experience - and paying their way - by serving in rescue and relief capacities in time of fire, flood, drought, or tornado damage. I count the dedication of the Federal Civil Defense Administration to these worthy emergency causes as one of the most practicable and forward-looking acts of the new administration.
