Personnel 4 : General. Military and civilian individuals with the abilities, skill level, and grades required to operate, maintain, and support a system in peacetime and wartime. It refers to the Army's ability to provide qualified people of specific aptitudes, experience, and other human characteristics needed to use, operate, maintain, and support Army systems or items. It requires a detailed assessment of the aptitudes that soldiers must possess in order to complete training and to use, to operate, and/or to maintain the system successfully
