Phases of Emergency Management (2006) 2 :

In support of the primary mission of the Agency, the Administrator shall lead the Nation's efforts to prepare for, protect against, respond to, recover from, and mitigate against the risk of natural disasters, acts of terrorism, and other man-made disasters, including catastrophic incidents (FEMA 592, June 2007, pp. 94-95; passage from Title V (National Emergency Management) Sec. 503. Federal Emergency Management Agency (6 U.S.C. 313), Department of Homeland Security Appropriations Act, 2007 (Pub. L. No. 109-295) amending the Homeland Security Act of 2002; pp. 1396-1397 of DHS Appropriations Act). Thus: (1) Prepare for (Preparedness) (2) Protect against (Protection) (3) Respond to (Response) (4) Recover from (Recovery) (5) Mitigate against (Mitigation)
