There are many ways to produce an EOP. The planning process that follows has enough flexibility for each community to adapt it to its unique characteristics and situation.The steps of this process are to: (1) Form a collaborative planning team; (2) Conduct research; (3) Analyze the information; (4) Determine goals and objectives; (5) Develop and analyze courses of action,, identify resources;. (6) Write the plan; (7) Approve and implement the plan; (8) Exercise the plan and evaluate its effectiveness; and. (9) Review, revise, and maintain the plan
