Potential Threat Element (PTE) 1 :
"Potential threat elements are any group or individual in which there are allegations or information indicating a possibility of the unlawful use of force or violence, specifically the utilization of WMD, against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of a specific motivation or goal, possibly political or social in nature. Following are examples of threat element factors: (1) PTE existence (2) PTE violent history (3) PTE intentions (4) PTE WMD capabilities, and (5) PTE targeting (6) Motivation of each PTE (7) Identification of the WMD capabilities of PTE".
