Poverty 3 : The Treaty of Maastricht introduced in 1993, for the first time, the fight against Social exclusion among the objectives of the European Community. Article 136, TEC (new Article III-103), foresees that the Community and the European Union Member States have the objective of promoting employment, the amelioration of living and working conditions, adequate social protection, promotion of social dialogue, the development of human resources, an increasing level of employment and the fight against social exclusion. For the first time, a European Treaty is concerned with people outside the employment market, since the earlier social norms concerned only workers
