Pre-Authorisation Process Hazards Analysis : The second stage of process hazards analysis (PHA) during the capital project life cycle, conducted prior to project authorisation. Its primary purposes are to review the screening PHA, review any changes of scope or design intent since the screening PHA, confirm that all the process hazards in the process/project have been identified, and determine if the current scope/estimate is sufficient to provide facilities to control all the hazards
