Precautionary Principle 5 : This principle is contained in article 174 of the Treaty and the subject of a Commission Communication of 2 February 2000 and Resolutions of the Council and the European Parliament. The Precautionary Principle is a risk management tool designed to provide guidance to policy-makers in cases where scientific uncertainty remains with regard to a risk of serious consequences on public health or the environment. Precautionary measures may be adopted only after a systematic scientific evaluation and must be proportionate, non-discriminatory and duly justified
