Preliminary Safety Analysis Report (PSAR) : The safety analysis report submitted to and approved by DOE prior to the procurement of materials or components, construction, and preoperational testing of a facility which has the potential in its intended use to be a Category 1, 2, or 3 hazard nuclear facility.
