Preliminary Scene Assessment : The investigation of a wildfire scene should begin with a preliminary scene assessment. The key activities for the preliminary scene assessment are observation and preservation of evidence. More specifically, investigators completing a preliminary scene assessment will: (1) Determine the size of the fire; (2) Determine the necessary scope of the investigation; (3) Approximately reconstruct the movement of the fire and determine the area of origin; (4) Consider the health and safety implications of the investigation; (5) and, consider the resource implications of the entire investigation. If time permits, investigators should take photographs, make sketches of the scene, gather evidence from key witnesses, and identify locations that may require more detailed examination
