"Presidential Decision Directive 39, U.S. Policy on Counterterrorism, June 21, 1995, establishes policy to reduce the Nation's vulnerability to terrorism, deter and respond to terrorism, and strengthen capabilities to detect, prevent, defeat and manage the consequences of terrorist use of WMD and assigns agency responsibilities. Portions of the PDD, to include the distinction between crisis and consequence management, have been superceded by the President's direction in HSPD-5".
