"The NRP identifies primary agencies based on authorities, resources and capabilities. When a Federal agency is activated in response to an Incident of National Significance, the primary Federal agency is responsible for orchestrating Federal support within its functional area for an affected State. The primary agency provides staff for the operations functions at fixed and field facilities; notifies and requests assistance from support agencies; manages mission assignments and coordinates with support agencies; plans for short-term and long-term incident management and recovery operations; and, ensures financial and property accountability for ESF activities".
