Primary Metropolitan Statistical Area (PMSA) : Any group of cities and towns that was recognized as a standard metropolitan statistical area on January 1, 1980 or a group of cities/towns that contain (a) a population of 75,000 or more; (b) a city with at least 15,000 persons, an employment/residence ratio of at least .75, and at least 40% of its employed residents working in the city
