Primary Standard 3 : Standard that is designated or widely acknowledged as having the highest metrological qualities and whose value is accepted without reference to other standards of the same quantity [VIM] [45] NOTE 1: The concept of primary standard is equally valid for base quantities and derived quantities. NOTE 2: A primary standard is never used directly for measurements other than for comparison with duplicate or reference standards. In general the National Standards Laboratory is responsible for the conservation of a primary standard in a country
