Principal Federal Official (PFO) 03 :

"For actual or potential national incidents, the Secretary of Homeland Security may designate a Federal officer, either a Principal Federal Official (PFO) and/or a Federal Coordinating Officer (FCO), to serve as his representative locally. Incidents involving presidential declarations of major disasters or emergencies under the Stafford Act require the appointment of an FCO. The PFO provides senior leadership, strategic guidance and operations integration for catastrophic events, terrorist incidents and other high visibility, multistate, multi-jurisdiction events. The FCO, on the other hand, provides the leadership for managing Federal resource support in a multi-hazard context. While the Secretary has the authority to appoint a PFO for any national incident, it is most likely that a PFO will be appointed only for incidents or high visibility events with significant national or regional implications such as significant terrorist events causing considerable destruction, catastrophic natural disasters, and complex non-Stafford Act emergencies".
