Principal Federal Official (PFO) 04 :
"Once formally designated, PFOs relinquish the conduct of all normal day-to-day duties and functions. PFOs typically may not be "dualhatted" with any other roles or responsibilities that could detract from their overall incident management responsibilities. However, the Secretary may, in other than terrorism incidents choose to combine the roles of the PFO and FCO in a single individual to help ensure synchronized Federal coordination".
