Procedure Memorandum 3 :
This is a guidance document issued by FEMA HQ to implement updates to the requirements documented in FEMA's Guidelines and Specifications for Flood Hazard Mapping Partners or Document Control Procedures Manual; to provide additional clarification of procedures to be followed by FEMA and their Mapping Partners that are not documented in these two documents; and to establish new procedures and policies for FEMA and their Mapping Partners that will be incorporated into one of the two documents at a later date.
