The "unit" is actually a dimensionless (unitless) ratio obtained by measuring the conductivity of the water sample. Seawater of salinity 35 PSU has the same conductivity as a standard solution of potassium chloride (KCl) with a concentration of 3.243 56 % by mass; a sample of salinity 1 PSU would have conductivity 1/35 that of the standard solution.
