“The 2002 IOM [Institute of Medicine] report The Future of the Public’s Health in the 21st Century describes the concept of a “public health system” as “a complex network of individuals and organizations that have the potential to play critical roles in creating the conditions for health” (IOM, 2002, p. 28). It also lists various factors in a public health system, and explains that they can both act individually and together to affect health… factors, which include communities, health-care delivery systems, employers and business, the media, homeland security and public safety, academia, and the governmental public health infrastructure”.
