The provision of one or more opportunities for the general public to participate, and thereby influence, the process, and the decisions resulting from the process of planning the goals, policies, activities, schedules, and manner of undertaking all of these as they occur on public land over a specified time period. The "public" is all-inclusive and includes individual citizens, all levels of government, interest groups, or individual companies
