Risk 016 :
"....Congress directed the Department of Homeland Security to identify and secure those chemical facilities that present the greatest security risk. Security risk is a function of the following: (1) the consequence of a successful attack on a facility (consequence), (2) the likelihood that an attack on a facility will be successful (vulnerability), and the intent and capability of an adversary in respect to attacking a facility (threat)". مخاطرة (وجمعها مخاطرات) 16: .... ووجه الكونغرس وزارة الأمن الداخلي إلى تحديد وتأمين المرافق الكيميائية التي تشكل أكبر قدر من المخاطر الأمنية. 10- إن الخطر الأمني هو دالة على ما يلي: (1) نتيجة الهجوم الناجح على مرفق (نتيجة)، (2) احتمال نجاح الهجوم على مرفق ما (الضعف)، وقصد الخصم وقدرته فيما يتعلق بمهاجمة مرفق (تهديد)".
