Risk is the product of hazard (H) and vulnerability (V) as they affect a series of elements (E) comprising the population, properties, economic activities, public services, and so on, under the threat of disaster in a given area.Risk is estimated by combining the probability of events and the consequences (usually conceptualized as losses) that would arise if the events take place. مخاطرة (وجمعها مخاطرات) 46: الخطر هو نتاج الخطر (H) والضعف(V) حيث أنها تؤثر على سلسلة من العناصر (ه) التي تشمل السكان والممتلكات والأنشطة الاقتصادية والخدمات العامة، وهلم جرا، تحت تهديد كارثة في منطقة معينة. وتُقدر المخاطر بالجمع بين احتمال وقوع الأحداث والعواقب (التي تصور عادة كخسـار) التي ستنشأ في حالة وقوع الأحداث.
