Risk-Based Allocation (DHS) :

The risk model used for UASI, SHSP, and LETPP considers the potential risk of terrorism to people, critical infrastructure, and the economy to estimate the relative risk of terrorism faced by a given area. Risk is defined as the product of three principal variables: threat - the likelihood of an attack occurring, vulnerability - the relative exposure to attack, and consequence - the expected impact of an attack.
