Robert T. Stafford Disaster Relief and Emergency Assistance Act 1 :

Stafford Act. The Stafford Act authorizes the President to provide financial and other forms of assistance to State and local governments, certain private nonprofit organizations and individuals to support response, recovery and mitigation efforts following Presidential emergency or disaster declarations. No. 93-288, 88 Stat. 143 (1974), codified in 42 U.S.C. §§ 5121-5206 (2005), was also amended in the Department of Homeland Security Appropriations Act of 2007, Pub. L. No. 109- 295, 120 Stat. 1355 (2006), particularly Title VI, the Post-Katrina Emergency Management Reform Act of 2006 (discussed below). The Stafford Act describes the programs and processes by which the Federal Government provides disaster and emergency assistance to State and local governments, tribal nations, eligible private nonprofit organizations, and individuals affected by a declared major disaster or emergency.
