When emergency occurs, the first thing people look for are information, aid, assistance, and direction from their elected and appointed officials. This expectation is more evident in every new emergency as Americans increasingly look to their government to be their guardian in times of disaster. The consequences of a government not being prepared for an emergency can be disastrous, involving potential loss of life, human suffering, damage to homes, businesses, and other property, and the loss of public confidence in government and its leadership.
