Scoping 1 :

An early and open process for determining the scope of issues to be addressed in an environmental impact statement (EIS) and for identifying the significant issues related to a proposed action. Additional optional information: The scoping period begins after publication in the Federal Register of a Notice of Intent (NOI) to prepare an EIS. The public scoping process is that portion of the process where the public is invited to participate. DOE also conducts an early internal scoping process for environmental assessments (EAs) or EISs. For EISs, this internal scoping process precedes the public scoping process. DOE's scoping procedures are found in 10 CFR 1021.311
