Secretarial Officer (SO) 1 : (1) The head of a first-tier organization; a DOE Headquarters employee reporting directly to the Secretary, Deputy Secretary or the Under Secretaries for DOE-HDBK-1188-2006 92 NNSA and for Energy, Science and Environment. This title includes support staff and program officers. (2) The Assistant Secretary or Office Director who is primarily responsible for the conduct of an activity under the Act. With regard to activities and facilities covered under E.O. 12344, 42 U.S.C. 7158 note, pertaining to Naval nuclear propulsion, Secretarial Officer shall mean the Deputy Assistant Secretary for Naval Reactors
