Authorization 3 : The legislative step by which a government approves the concept of spending funds on certain categories of programs and projects. Note that most authorizing legislation does not specify program funding amounts; instead, it either authorizes "such sums as may be necessary" for a program, or sets guidelines that may be subject to change depending on outcomes of the appropriations process
