Specific Administrative Control (SAC) : An administrative control shall be designated as a Specific Administrative Control if it satisfies the following two criteria: (1) is identified in the documented safety analysis as a control needed to prevent or mitigate an accident scenario, and (2) has a safety function that would be safety significant or safety class if the function were provided by structures, systems, and components
