Fuel that has been withdrawn from a nuclear reactor following irradiation, the constituent elements of which have not been separated. Note: 10 CFR 960 and 40 CFR 191 give essentially the same definition, but add “by reprocessing” after “have not been separated.” We do not recommend including this additional language in NEPA document glossaries, as it unnecessarily raises questions concerning the meaning of “reprocessing”
