Substance 5 : Any element or compound (or their mixtures) of either natural or synthetic origin; any recognised variation of an element of a compound (such as an isotope, allotrope, isomer, congener, radical or ion); any manufactured article comprising hazardous substances with explosive properties. Under the HSNO Act, a single substance may include a number of distinct products (e.g. paint of different colours may be considered as a single substance)
