Substantial Improvement 01 (Flood Resistance) : For buildings and structures located wholly or partly within the flood hazard area: (1) any repair, addition, reconstruction, rehabilitation, or improvement of the building or structure, the cost of which equals or exceeds 50 percent of the market value of the building or structure before the alteration is started; or (2) if a building or structure has sustained substantial damage, any repairs or reconstruction regardless of the actual work performed. Substantial improvement shall not include the following: (1) any project or improvement of a building or structure required to correct existing health, sanitary, or safety code violations identified by the authority having jurisdiction, and that are the minimum necessary to assure safe living conditions; (2) any alteration of a historic building or structure, provided that the alteration will not preclude the continued designation as a historic building or structure
