Substitution Principle : Emerging principle in EC law encouraging the replacement of dangerous substances by other substances less harmful for public health or the environment. Clear and well-established legal framework for the application of this principle has not yet been developed in EC law. But the condition of its application must include at least a preliminary scientific assessment, the necessity and suitability of the substitution and a cost/benefit analysis of the substitution
