Surface Fuel 4
Surface Fuel 4 : The loose surface litter on the forest floor, normally consisting of fallen leaves or needles, twigs, bark, cones and small branches that have not yet decayed sufficiently to lose their identity. Also grasses, shrubs and tree reproduction less than one metre in height, heavier branchwood, down logs, stumps, seedlings and forbs (simple plant structures) interspersed with or partially replacing the litter.
