Survivable Crisis Management (SCM) Process : (1) Assess risks and threats to State or Territory (2) Define the required SCM capabilities (3) Access existing capabilities in light of requirements. (4) Identify deficiencies (5) Develop a plan to correct deficiencies and achieve the required capabilities (6) Develop contingency plans to deal with deficiencies until they are corrected (7) Develop and conduct exercises to evaluate the operational capabilities to people, facilities, and equipment (8) Work with FEMA to obtain technical support and Federal civil defense funding assistance.
