Tangible Elements of Emergency Operational Capability :
Those elements which can be measured or tallied, including items such as an operational EOC facility; documented emergency plans, including a CSP [Community Shelter Plan]; shelters; trained radiological monitors and necessary equipment; coverage of outdoor warning devices; and trained fire and police auxiliaries. Additional items include communications systems not only to local government agencies and other local sites, but also to State CD, and current operational equipment and supply inventory (e.g., location of bulldozers).
