Disaster Management. Depending on its size (or severity), each flood will cause a different amount of damage to a floodprone area. Large floods will cause more damage than small floods. The average annual damage is the average damage per year that would occur in a particular area from flooding over a very long period of time. In many years there may be no damage, in some years there will be minor damage (caused by small, relatively frequent flood events) and in some years there will be major damage (caused by large, rare flood events). Average annual damage provides the basis for comparing the economic effectiveness of different management measures against floods of all sizes, ie their ability to reduce the AAD
