Terrain 3 : Topography of the land. (1) Level terrain is that condition where road sight distances, as governed by both horizontal and vertical restrictions, are generally long or could be made to be so without construction difficulty or major expense. (2) Undulating terrain is that condition where road sight distance is occasionally governed by both horizontal and vertical restrictions with some construction difficulty and major expense but with only minor speed reduction. (3) Rolling terrain is that condition where the natural slopes consistently rise above and fall below the road grade and where occasional steep slopes offer some restriction to normal horizontal and vertical roadway alignment. The steeper grades cause trucks to reduce speed below those of cars. (4) Mountainous terrain is that condition where longitudinal and transverse changes in the elevation of the ground with respect to the road are abrupt and where benching and side hill excavation are frequently required to obtain acceptable horizontal and vertical alignment. Mountainous terrain causes some trucks to operate at crawl speeds
