Terror :
Systematic use of violence to create a general climate of fear in a population and thereby to bring about a particular political objective. Contrary to terrorism, the term terror refers to acts and programmes carried through by governments. During the French Revolution, "La Terreur" was used to suppress those suspected of being enemies of the Revolution (nobles, priests, hoarders)
